A New Chapter in Kenya’s Health Sector Leadership
Dr. Ouma Oluga has officially assumed the role of Principal Secretary (PS) for Medical Services, taking over from outgoing PS Harry Kimtai. This leadership change marks a significant milestone for the Ministry of Health as it intensifies efforts to expand Universal Health Coverage (UHC) and implement major health reforms across the country.
The transition was presided over by Health Cabinet Secretary Aden Duale, who praised the work of the outgoing PS and emphasized the importance of continuity, transparency, and professionalism in public health leadership.

A Salute to Outgoing PS Harry Kimtai
In his farewell address, Harry Kimtai reflected on the ministry’s accomplishments during his term. He played a key role in overseeing major legislative milestones, including the passage of five essential laws:
- Universal Health Care Act
- Primary Health Care Act
- Facility Improvement Financing Act
- Digital Health Agency Act
- Social Health Insurance Act
“These reforms are now mostly in stable condition,” said Kimtai. However, he acknowledged that some institutions—such as the Social Health Authority (SHA) and the Digital Health Agency—still face challenges in staffing and resource mobilization.
Kimtai expressed confidence that under Dr. Oluga’s leadership, these gaps will be addressed and the health system will continue to grow stronger.
Dr. Ouma Oluga: A Visionary Health Leader
Dr. Oluga is a respected medical doctor, health systems advocate, and former Secretary General of the Kenya Medical Practitioners, Pharmacists and Dentists Union (KMPDU). With over 13 years of experience in public service and health policy development, he brings a unique blend of frontline medical knowledge and high-level policy expertise to his new role.
In his remarks, Oluga expressed deep gratitude for the appointment and a strong commitment to serve with integrity and excellence.
“We must win back the public’s trust by delivering results,” Oluga stated.
“We need a healthy workforce to build a healthy system.”

Health CS Aden Duale emphasized that the change in leadership is not just symbolic but a renewed call to action. He urged ministry staff to support Dr. Oluga and stay committed to improving health service delivery across all counties.
“Let’s stay united and focused on delivering quality health services,” said Duale.
He reminded all public health workers to uphold the values enshrined in Chapter 10 of the Constitution, including accountability, professionalism, and ethical leadership.

As the Ministry of Health moves forward, key focus areas include:
- Full operationalization of the Social Health Authority (SHA)
- Strengthening of the Digital Health Agency
- Scaling up Universal Health Coverage (UHC)

- Supporting and retaining frontline healthcare workers
Dr. Oluga also outlined core values that will guide his leadership: patriotism, professionalism, transparency, and integrity.
